Project Guide for Cooperation, Exchange, and Bilateral Seminar between the National Natural Science Foundation of China and the National Research Foundation of Korea in 2025

  According to the cooperation agreement between the National Natural Science Foundation of China (NSFC) and the National Research Foundation of Korea (NRF), both sides jointly fund collaborative exchanges and bilateral seminars between Chinese and Korean researchers based on scientific research.

  1、 Project Description

  (1) Project type.

  This includes three types of projects: cooperation and exchange, holding international (regional) academic conferences in China (in China conferences), and attending bilateral (multilateral) academic conferences abroad (overseas conferences).

  (2) Funding fields and application codes.

  The funding areas include mathematical and physical sciences, chemical sciences, life sciences, earth sciences, engineering and materials sciences, information sciences, management sciences, and medical sciences. Application code 1 should be selected based on the funding field and research content, and it is recommended to choose the corresponding application code up to the last level.

  (3) Funding intensity.

  The funding intensity from the Chinese side shall not exceed 150000 yuan per project.

  (4) Funding scale.

  We plan to sponsor around 30 projects, including around 20 cooperative exchange projects and around 10 academic conference projects.

  (5) Funding content.

  For cooperative exchange projects, NSFC funds the international travel expenses of Chinese researchers visiting South Korea, as well as the accommodation, meal, and intercity transportation expenses of South Korean researchers visiting China. NRF funds international travel expenses for South Korean researchers visiting China, as well as accommodation, meals, and intercity transportation expenses for Chinese researchers visiting South Korea.

  For conference projects in China, NSFC provides funding for the conference expenses required by the Chinese side, as well as accommodation, meals, and intercity transportation expenses for participants from both China and South Korea. NRF funds the international travel expenses of South Korean participants.

  For overseas conference projects, NSFC funds the international travel expenses of Chinese participants. NRF provides funding for the conference expenses required by the South Korean side, as well as accommodation, meals, and intercity transportation expenses for participants from both China and South Korea.

  (6) Project execution period.

  The execution period of the cooperative exchange project is 2 years, and the research period in the application should be filled in from January 1, 2026 to December 31, 2027.

  The execution period of the academic conference project is one week, and the research period in the application should be filled in from January 1, 2026 to December 31, 2026.

  2、 Applicant Requirements

  According to the Management Measures for International (Regional) Cooperation and Exchange Projects of the National Natural Science Foundation of China, applying for this project must meet the following conditions:

  (1) The Chinese applicant must be the project leader or major participant of a National Natural Science Foundation research project (excluding cooperative exchange projects) with a duration of at least 3 years and completed after December 31, 2026. Collaborative exchange projects should closely focus on the research content of the ongoing research fund projects they rely on.

  The main participants of the research project, as Chinese applicants, must hold senior professional and technical positions (titles) or doctoral degrees, or be recommended by two scientific and technical personnel with senior professional and technical positions (titles) in the same research field, and obtain the consent of the project leader.

  (2) Korean collaborators should meet the eligibility requirements of NRF for domestic applicants.

  (3) Both Chinese and Korean applicants need to submit project applications to NSFC and NRF respectively. Project applications submitted unilaterally will not be accepted.

  (4) For a detailed explanation of the applicant's requirements, please refer to the "2025 National Natural Science Foundation Project Guidelines".

  3、 Regulations on Restricted Application

  (1) This project belongs to an international (regional) cooperation and exchange program, and is not subject to the limitation of "the total number of projects applied for and undertaken by senior professional and technical personnel (titles) is limited to 2".

  (2) Not subject to the restriction of "applicants can only apply for one project of the same type in the same year".

  (3) As the applicant, I am applying for and currently undertaking the NSFC-NRF (China Korea) cooperation and exchange project as the project leader, with a total limit of one project.

  (4) Other restrictions on the number of applications in the "2025 National Natural Science Foundation Project Guidelines".

  4、 Declaration Instructions

  (1) Attention for applicants.

  Before filling out the application form, the applicant should carefully read the relevant content of this project guide and the "2025 National Natural Science Foundation Project Guide". Project applications that do not comply with the project guide and relevant requirements will not be accepted.

  2. Chinese applicants must log in to the Science Foundation Network Information System( http://grants.nsfc.gov.cn )Fill out the "Application Form for International (Regional) Cooperation and Exchange Projects of National Natural Science Foundation of China" online.

  The specific steps for applying for a cooperative exchange project are:

  (1) Select the "Project Leader" user group to log in to the system, then click "Online Application" to enter the application interface;

  (2) Click the "Add Project Application" button to enter the selection interface of the science department to which the project belongs, and click "Apply for General Science Department Project" to enter the project category selection interface;

  (3) Click on the+sign on the left or the "Expand" button on the right of "International (Regional) Cooperation and Exchange Projects" to expand the dropdown menu;

  (4) Click the "Fill in Application" button on the right side of "Cooperation and Exchange (Inter organizational Agreement Project)" to enter the "Cooperation Agreement" selection interface;

  (5) Select "NSFC-NRF (China Korea)" from the drop-down menu, and then enter the approval number of the project supported by the research fund according to the system requirements. After passing the qualification certification, you will enter the specific application form filling interface.

  The specific steps for applying for academic conference projects are:

  (1) Select the "Project Leader" user group to log in to the system, then click "Online Application" to enter the application interface;

  (2) Click the "Add Project Application" button to enter the selection interface of the science department to which the project belongs, and click "Apply for General Science Department Project" to enter the project category selection interface;

  (3) Click on the+sign on the left or the "Expand" button on the right of "International (Regional) Cooperation and Exchange Projects" to expand the dropdown menu;

  (4) Click the "Fill in Application" button on the right side of "Holding International (Regional) Academic Conferences in China (Inter organizational Agreement Project)" or "Going Abroad to Participate in Bilateral (Multi) Border Academic Conferences (Inter organizational Agreement Project)" to enter the "Cooperation Agreement" selection interface;

  (5) Select "NSFC-NRF (China Korea)" from the drop-down menu, and then enter the approval number of the project supported by the research fund according to the system requirements. After passing the qualification certification, you will enter the specific application form filling interface.

  3. Instructions for filling out the application form. The project name (in English), supporting units (in both Chinese and English), and project leaders (assumed to be the first person in the "Chinese Person Information" and "Overseas Cooperation Personnel" columns) in the application forms of both China and South Korea should be strictly consistent.

  When applying for a cooperative exchange project, the "Project Execution Plan" column should list in detail the names of the visiting and visiting personnel, the dates of the visit, and the proposed research work content according to the exchange year.

  When applying for academic conference projects, the conference schedule and information on the intended attendees should be listed. Chinese participants should come from at least three different domestic units, and each participant must be the project leader or main participant of a National Natural Science Foundation research project (excluding cooperative exchange projects) with a duration of three years or more, which will be completed after December 31, 2026.

  4. Budget preparation requirements. Applicants should carefully read the budget preparation requirements in the "2025 National Natural Science Foundation Project Guidelines" application instructions, strictly follow the requirements of the "National Natural Science Foundation Funded Project Fund Management Measures (Caijiao [2021] No. 177)" and the "National Natural Science Foundation Project Fund Budget Table Preparation Instructions", and truthfully prepare the "National Natural Science Foundation Project Fund Budget Table".

  5. Requirements for application materials. After the applicant completes the writing of the application form, they can submit the electronic version of the application form and its attachments online, without the need to submit a paper application form. The attachment materials include:

  (1) To apply for a cooperative exchange project, a cooperative exchange agreement must be submitted (see Attachment 1 for the agreement template). Applicants from both China and South Korea must reach an agreement on cooperation content, exchange plans, and intellectual property issues, and sign a cooperation and exchange agreement.

  (2) To apply for academic conference projects, an English application form (template in Attachment 2) must be submitted as an attachment to the Chinese application form and submitted to the Science Foundation Network Information System. At the same time, the project applicant must provide a list of participants from China and South Korea. For bilateral academic seminars held in South Korea, only one Chinese organizer is required to fill out a Chinese application form.

  Project applications that fail to submit the attached materials as required will not be accepted.

  (2) Precautions for relying on the unit.

  The supporting unit shall review the authenticity, completeness, and compliance of the application materials submitted by the applicant of the unit, as well as the target relevance, policy consistency, and economic rationality of the budget application. This project is included in the scope of paperless application, and the supporting unit should submit the electronic application form and attachment materials of this unit before the prescribed project application deadline. Please upload the project application list of our unit through the Science Foundation Network Information System, without providing a hard copy.

  Regarding the submission of the unit's commitment letter for scientific research integrity, please refer to the "Notice on the Application and Conclusion of National Natural Science Foundation Projects in 2025" for implementation.

  After the project is approved, the paper signature and seal pages of the application form need to be bound at the end of the "Funding Project Plan" and submitted together. The information signed and stamped should be strictly consistent with the electronic version of the application form.

  (3) Project application acceptance.

  The online application period for the Science Foundation Network Information System is from January 15, 2025 to 4:00 pm on February 14, 2025. Korean collaborators must submit their applications to NRF before the deadline specified by NRF.

  Note: Applicants are required to strictly follow the requirements of this project guide when filling out the application. The science management department of the supporting unit is reminded to confirm and submit the electronic version of the application before closing the online application in the Science Foundation Network Information System. Applications that do not meet the above requirements will not be accepted. If you have any questions, please call the project contact person.

  The funding results will be notified through the Science Foundation Network Information System.
