On December 11, 2024, the Chemical Science Department of the National Natural Science Foundation of China organized a mid-term evaluation and financial mid-term inspection meeting for major projects in Beijing. Academician Wu Lizhu, Deputy Director of the National Natural Science Foundation of China, attended the meeting and delivered a speech. Yang Junlin, Executive Deputy Director of the Chemical Science Department of the National Natural Science Foundation of China, presided over the opening ceremony, and Deputy Director Zhan Shige attended the meeting.
Vice Director Wu Lizhu pointed out in her speech that major projects are aimed at addressing major scientific issues in the forefront of science, national economic, social, technological development, and national security needs, with the aim of enhancing China's ability to innovate at the source of basic research. Major projects need to go through a series of strict procedures from field solicitation to project funding. Based on the long-term accumulation of scientists in related fields, they must have a keen grasp of the cutting-edge direction of their discipline, be recommended and selected by the departmental expert advisory committee, and undergo professional judgment by the reviewing experts to ultimately obtain project support. The project leader also devoted a lot of energy during the application process, condensing scientific goals, improving relevant content, and organizing research teams. We hope that the attending experts will fully utilize their academic judgment, carefully review relevant materials, strictly adhere to assessment standards, comprehensively evaluate the progress of the project, and provide practical and feasible suggestions to help the project team further focus on scientific goals and ensure high-quality completion in the future. At the same time, we also hope that the project team can achieve excellent results that represent the level of basic research in chemistry and chemical engineering in China with limited funding support.
Yang Junlin, Executive Vice Director, emphasized that major projects are an important category of projects in the "Exploration, Talent, Tools, and Integration" funding pattern of the Natural Science Foundation of China, with the characteristic of integration. The research content should have the characteristics of focusing on the forefront and demand driven, and the research paradigm should reflect the characteristics of exploring new paths and breaking through bottlenecks, developing emerging disciplines and growth points in interdisciplinary research fields. The major project has a high positioning, and we hope that the project review experts can review the academic value of the project through mid-term evaluation, provide work suggestions, help the project team further enhance the scientific and forward-looking nature of the research, clarify the research ideas, and promote the smooth implementation of the project. He also reminded financial review experts to focus on the rationality and standardization of fund use.
After listening to the reports of project leaders and project leaders, as well as reviewing the review materials, the project review expert group proposed targeted opinions and suggestions through discussion and inquiry. The financial review expert group inspects the use of funds for each project.
