  On February 20, 2025, the Management Science Department of the National Natural Science Foundation of China held a kickoff meeting and academic seminar on the "15th Five Year Plan" strategic planning of the discipline of management science and engineering in Guangzhou. The conference was hosted by the School of Management at Sun Yat sen University. Academician Ding Lieyun, Director of the Management Science Department of the Natural Science Foundation of China, and Vice Director Liu Zuoyi attended the conference and delivered speeches. Vice Director Wu Gang presided over the opening ceremony.

  Director Ding Lieyun pointed out in his speech that the National Natural Science Foundation of China attaches great importance to discipline strategic planning. The "15th Five Year Plan" period is a key stage for serving the country's scientific and technological self-reliance and supporting modern governance. Discipline planning work needs to be based on the "three early" requirements of "early planning, early initiation, and early implementation", and scientifically layout with systematic thinking and forward-looking vision. To formulate disciplinary plans, it is necessary to comprehensively summarize the development of the 14th Five Year Plan, adhere to the "four orientations", adopt rigorous scientific methods, and carry out disciplinary strategic work with a research attitude, providing solid basis for planning.

  Vice Director Liu Zuoyi introduced the core requirements of discipline planning, pointing out that discipline planning must be centered on serving the strategy of building a strong country through science and technology, fully implementing the decision-making and deployment of the Party Central Committee on scientific and technological innovation, based on the functional positioning of the Science Fund, and implementing the latest reform spirit of the Science Fund. In the face of the disciplinary transformation opportunities brought by artificial intelligence technology, management science and engineering disciplines need to re anchor their development direction and explore emerging interdisciplinary fields.

  This conference invites 28 experts and scholars from various fields of management science and engineering from higher education institutions and research institutes across the country to participate, divided into three parts: thematic presentations, free speeches, and group discussions.

  In the thematic presentation session, Professor Wang Fan, the person in charge of the "15th Five Year Plan" strategic planning for the discipline of Management Science and Engineering and a professor at Sun Yat sen University, reported on the discipline plan, mainly focusing on the development trends of the discipline, the current situation of the discipline in China, the status of the discipline from an international perspective, and the opportunities and challenges for the development of the discipline in the digital age. Professor Yu Yugang, the person in charge of the "14th Five Year Plan" strategic planning for the discipline of management science and engineering and a professor at the University of Science and Technology of China, summarized the "14th Five Year Plan" discipline planning and proposed suggestions for top-level design, handling the relationship between divergence and concentration, and establishing a quality assurance system.

  In the free speech session, attending experts actively spoke and provided suggestions around the "15th Five Year Plan" discipline planning, covering key areas such as research team building, scientific and technological achievements display, discipline strategic positioning, planning direction expansion, exploration of major breakthrough points, institutional mechanism reform, and coordination with other disciplines.

  In the group discussion session, attending experts freely discussed topics related to the "15th Five Year Plan" discipline planning, condensed topics related to the forefront of discipline research and key funding areas, and made group summary reports. Through in-depth exchanges and discussions among attending experts and scholars, this conference has gathered collective wisdom and formed a preliminary framework for the "15th Five Year Plan" discipline planning, guiding the subsequent discipline strategic planning work of management science and engineering.
