On March 5-6, 2025, the Chemical Science Department of the National Natural
Science Foundation of China (NSFC) held a final acceptance meeting for the 2024
National Major Scientific Research Instrument Development Project (Free
Application) in Beijing. Yang Junlin, Executive Deputy Director of the
Department of Chemical Science, presided over the opening ceremony, and Zhan
Shige, Deputy Director, attended the meeting.
Yang Junlin, Executive Vice Director, emphasized in his speech that the
innovative development of basic research is an important cornerstone for
promoting China's high-level scientific and technological self-reliance, and
scientific instruments with unique functions and excellent performance are the
key support for conducting cutting-edge innovative research. The Party Group of
the National Natural Science Foundation of China has always attached great
importance to the project review and full process management of major national
scientific research instrument development projects. As an important component
of the "Exploration, Talent, Tool, and Integration" funding pattern of the
Natural Science Foundation, such projects play an irreplaceable role in
promoting the research and development of original scientific research
instruments. He specifically mentioned that in order to better support basic
research, the State Council revised the "Regulations on the National Natural
Science Foundation of China" last year, further regulating the use and
management of scientific funds and improving the efficiency of fund
utilization.
Deputy Director Zhan Shige pointed out that the national major scientific
research instrument development project is oriented towards the forefront of
science and national needs, guided by scientific goals, and supports the
development of original scientific research instruments and core components that
play an important role in promoting scientific development, exploring natural
laws, and expanding research fields, in order to enhance China's original
innovation capability. She provided a detailed overview of the overall
situation, reporting requirements, key acceptance points, and related meeting
arrangements for the project's positioning and management approach.
During the meeting, a technical expert group composed of experts from
multiple disciplines carefully listened to the project report and conducted a
focused investigation on the completion of the project's instrument technical
indicators through questioning and discussion; The financial expert group
conducted an acceptance inspection on the use of project funds; The archive
expert group has reviewed the standardization of project archive management. On
this basis, the review expert group summarized and formed acceptance opinions,
and provided feedback to each project team on site.
Staff from the Planning and Policy Bureau, Finance Bureau, and Chemical
Science Department of the National Natural Science Foundation of China attended
the meeting.
