　　Recently, it was found that some illegal units or individuals used the logo of our commission through the Internet, media and e-commerce to publicly sell and modify the application form for the National Natural Science Foundation for a fee. Such behavior not only damages the good reputation of the science fund, but also seriously corrupts the scientific research ecology. The solemn statement is hereby as follows:

　　1. No unit or individual shall use the name, logo and English abbreviation of our commission for commercial purposes without the legal authorization of the National Natural Science Foundation of China (NSFC). Once discovered, our commission will be held legally responsible in accordance with the law.

　　2. Article 104, Paragraph 3 of the "Science and Technology Progress Law of the People's Republic of China" clearly stipulates that no organization or individual "is not allowed to engage in the purchase, sale, writing, or investment services of academic papers and their experimental research data, scientific and technological plan project application acceptance materials, etc.". Any unit or individual’s application for sale or paid modification of project is illegal. We have reported the illegal units found to the relevant departments.

　　3. The application form for a science fund project is a matter of disclosure upon application. No organization or individual may disclose it without the approval of our commission, nor may it be used for commercial purposes. Once discovered, our commission will pursue legal responsibility.

　　4. From the cases handled in the past, some writing agencies even shouted and blackmailed the person who purchased the application for scientific research misconduct. To this end, we remind scientific researchers to firmly adhere to the bottom line of honesty and trustworthiness in scientific research, never participate in any application transaction, and not give these criminals any opportunity to take advantage of. If extortion occurs, it should be handled correctly. If necessary, call the police according to law to avoid being deceived and added to the mistake.

　　5. Warn all units or individuals engaged in transactions and paid modification of project applications to immediately stop all illegal activities. Our commission will continue to increase its efforts and will seriously deal with units or individuals that have verified the act of buying, selling or revising the application form for a paid project, and will never tolerate it; those suspected of committing crimes will be transferred to judicial authorities for criminal liability.
