Important: The Foundation Committee reported 21 scientific research misconduct cases and handled 25 people

  

  On June 13, the official website of #Funding Committee issued the "Case Notice (2nd Batch of 2025)" to report the results of the handling of the second batch of misconduct cases in 2025. A total of 21 misconduct cases were reported this time and 25 people were dealt with. It mainly involves plagiarism of other people's fund project application forms, buying and selling papers, plagiarism, falsification of pictures, forging and tampering with experimental results, providing false recommendation letters of peer experts, and issuing false statements. More than half of them plagiarize the content of other people's fund project application.

  Like last time, since the second batch of reports in 2024, the specific units of the misconduct will no longer be notified. According to the notice, this time mainly involves universities and scientific research institutions in 13 provinces, cities, including Shanghai, Guangdong, Zhejiang, and Jiangsu.   Recently, after investigation and review by the Supervision Committee of the National Natural Science Foundation of China and review by the Commission meeting of the National Natural Science Foundation of China, the National Natural Science Foundation of China handled the subjects involved in relevant scientific research misconduct cases. According to relevant regulations, the responsible parties who are criticized will be announced as follows:

  After investigation, there was a paper published by He Juliang, a university in Guangxi, published by He Juliang and others in the paper "Julang He#, et al. Long noncoding RNA CCDC144NL-AS1 promotes the oncogenicity of osteosarcoma by acting as a molecular sponge for microRNA-490-3p and thereby increasing HMGA2 expression. OncoTargets and Therapy, 2021, 14:1-13." There were problems with buying and selling experimental research data and using other people's signatures without consent, and He Juliang included the paper in the application form for the fund project (approval number 82160793). According to Article 42, Paragraph 2 and Paragraph 43, Paragraph 1 of the "Regulations on Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", the He Juliang National Natural Science Foundation project, "Research on the intervention mechanism of targeting the regulation of WT1 in the autophagy of osteosarcoma cells and the extraction of monomer Mullus isoflavones from the blood vine of blood" (approval number 82160793), the allocated funds were recovered, and the application and participation qualification of He Juliang's National Natural Science Foundation project was cancelled for 3 years (July 19, 2024 to July 18, 2027) was given a notice of criticism from He Juliang.

  After investigation, there was a problem with the paper "Ze Li*, et al. Long Non-Coding RNA C1QTNF1 Antisense RNA 1 Upregulates Hexokinase 2 by Sponging microRNA-484 to Promote the Malignancy of Colorectal Cancer. Cancer Manag Res, 2020, 12:12053-12066." published by Li Ze and others in a hospital in Jilin, and Li Ze included the paper in the application form for the fund project (application number 8217114340). According to Article 42, Paragraph 2 of the "Measures for Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Li Ze's National Natural Science Foundation Project Application and Participation Application Qualification for 3 years (from July 19, 2024 to July 18, 2027), Li Ze was criticized.

  After investigation, there was a paper published by Ma Hong, a university in Hunan, and others in the paper "Hong Ma*, et al. Long Noncoding RNA LINC00525 Promotes the Aggressive Phenotype of Chordoma Through Acting as a microRNA-505-3p Sponge and Consequently Raising HMGB1 Expression. Onco Targets Ther, 2020, 13:9015-9027." There was a problem with the research data on buying and selling experiments, and Ma Hong included the paper in the application form for the fund project (application number 8210115144). In accordance with Article 42, Paragraph 2 of the "Measures for Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Ma Hong's National Natural Science Foundation Project Application and Participation Application Qualification for 3 years (July 19, 2024 to July 18, 2027), Ma Hong was criticized.

  After investigation, it was found that the paper 1 "Yao Yang#, Jinjin Wang, Wenyan Li, et al.. Enhanced biofiltration coupled with ultrafiltration process in marine reclining aquaculture system: Fast start-up of nitrition and long-term performance. Separation and Purification Technology, 2024, 335, 125795 (marked fund numbers 42077131, 41977126)" published by a university in Guangdong Province, there were problems of buying and selling papers, using other people's signatures without permission, and labeling other people's scientific fund projects without permission; Paper 2 "Yao Yang, Jinjin Wang, Wenyan Li*, et al.Biological activated carbon filter controls membrane fouling and reduces by-products from chemically enhanced backwashing during ultrafiltration treatment. Water, 2023, 15 (21), 3803. (Note Fund Numbers 41977126, 42077131)” There are problems in buying and selling papers and marking fund projects in scientific research results that are not related to scientific fund projects. According to Article 47, Article 42, Article 2, Article 43, Article 1 and Article 6 of the "Regulations on Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Yang Yao's application and participation qualification for 5 years (July 19, 2024 to July 18, 2029), Yang Yao was criticized; according to Article 47, Article 42, Article 2, Article 43, Article 4 and Article 8 of the "Regulations on Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", the Wang Jinjin's application and participation qualification for the National Natural Science Foundation project was 3 years (July 19, 2024 to July 18, 2027), and Wang Jinjin was criticized; in accordance with Article 47, Article 42, Article 2, Article 43, Article 4, and Article 8 of the "Regulations on Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Li Wenyan's application and participation qualification for the National Natural Science Foundation project was 3 years (July 19, 2024 to July 18, 2027), and Li Wenyan was criticized.

  After investigation, the paper "Wen Zhong, Fucai Yue*, et al. Fractal Behavior of Particle Size Distribution in the Rare Earth Tailings Crushing Process under High Stress Condition. Applied Sciences 2018, 8: 1058. (Note Fund Numbers 51504102, 51764014, 51404111)”There are problems of plagiarism, forgery and tampering, use of other people’s signatures without consent, and unauthorized labeling of other people’s fund projects. Zhong Wen included the paper in the application form for fund projects (approval number 52364014), the progress report of fund projects (approval number 51764014) and the final report of fund projects (approval number 51504102, 51764014). According to Article 47, Article 40, Article 43, Article 1 and Article 6, and Article 46, Zhongwen National Natural Science Foundation project "Research on Soil Soil Solid Behavior of Ion Rare Earth Tails Slope Treatment" (Approval No. 52364014), "Research on the Mechanical Deterioration Mechanism of Bedrock of Ion Rare Earth Deposits under the Action of Leaching Erosion" (Approval No. 51764014), "Research on the Mechanical Characteristics of Microstructure of Ion Rare Earth Ores after In-situ Leaching" (Approval No. 515 04102), recovered the allocated funds from 3 projects, canceled the application and participation qualification of Zhong Wen's National Natural Science Foundation project for 3 years (July 19, 2024 to July 18, 2027), and gave Zhong Wen a notice of criticism; in accordance with Article 47, Article 40, Article 43, Article 1 and Article 6, the application and participation qualification of Yuefucai National Natural Science Foundation project for 5 years (July 19, 2024 to July 18, 2029), and gave Yuefucai a notice of criticism.

(Note Fund No. 81673206)" has problems with trading experimental research data. Paper 2 "Guanqun Huang#, et al. LncGPR107 drives the self-renewal of live tumor initiative cells and Liver tumorigenesis through GPR107-dependent manner. J Exp Clin Cancer Res. 2018 Jun 20;37(1):121. (Note Fund Number 81673206)”There are problems of confusion in the use of pictures; papers 1 and 2 also have problems such as using multiple signatures without consent and unauthorized funding, and Huang Guanqun included paper 1 and 2 in the application form for fund projects (application numbers 8197110308, 8207110324).   After investigation, there was a problem with the paper "Dongliang Yan*, et al. FAM46B inhibits cell proliferation and cell cycle progression in prostate cancer through ubiquitination of β-catenin. Experimental & molecular medicine, 2018.50(12), 1–12." published by Yan Dongliang, a university in Shanghai, and included the paper in the application form for fund project (application number 8197101420). In accordance with Article 42, Paragraph 2 of the "Measures for Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Yan Dongliang's National Natural Science Foundation Project Application and Participation Application Qualification for 3 years (July 19, 2024 to July 18, 2027), Yan Dongliang was criticized.

  After investigation, papers published by Yu Zhihong, a university in Hubei, published by Yu Zhihong and others, “Zhihong Yu*, et al. Doxorubicin-loaded redox-responsive micelles based on dextran and industrythacin for resistant breast cancer. Int J Nanomedicine. 2017;12:6153-6168. (Note Fund Number 81402434)” and “Zhihong Yu*, et al. Indomethacin-based stimuli-responsive micelles combined with paclitaxel to overcome multidrug resistance. Oncotarget.2017, 8:111281-11294.”There are problems with image forgery and tampering and the use of other people’s signatures without consent. According to Article 47, 40 and 43, Article 1 of the "Regulations on Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Yu Zhihong's National Natural Science Foundation Project Application and Participation Application Qualification for 3 years (July 19, 2024 to July 18, 2027), Yu Zhihong was criticized.

  After investigation, there was a problem of picture forgery and tampering by Xu Ji and Song Guangyuan, two universities in Zhejiang, published a paper "Guangyuan Song#, Ji Xu*, et al. miR-551b regulates epithelial-mesenchymal transition and metastasis of gastric cancer by inhibiting ERBB4 expression. Oncotarget. 2017, 8(28):45725-45735." and Xu Ji included the paper in the application form for fund projects (application numbers 8180110074, 8207101224). According to Article 47 and Article 40 of the "Measures for Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Xu Ji will be cancelled for 3 years of application and participation in the National Natural Science Foundation Project (July 19, 2024 to July 18, 2027), and Xu Ji will be criticized; according to Article 47 and Article 40 of the "Measures for Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project (July 19, 2024 to July 18, 2027), Song Guangyuan will be criticized.

  After investigation, Fang Jingjing, a university in Liaoning, plagiarized the content of other people's fund project application and provided false letters of recommendation from peers during the 2024 fund project application process. According to Article 40 and Article 41, Article 3 of the "Regulations on Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Fang Jingjing's application for the 2024 National Natural Science Foundation Project "Research on Corn Group Form Structure Analysis and Three-dimensional Reconstruction Methods Based on Three-dimensional Deep Learning Technology" (application number 6247076473), the application for Fang Jingjing's National Natural Science Foundation Project was cancelled for 5 years (July 19, 2024 to July 18, 2029), and Fang Jingjing was criticized.

  After investigation, Liang Jubo, a university in Shanghai, plagiarized the content of the fund project application form and issued false statements during the 2023 fund project application process. According to Article 40 of the "Measures for Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Liang Jubo's application for the 2023 National Natural Science Foundation Project "Research on the Mechanism of the New Immune Checkpoint Siglec15 regulating the Immune Microenvironment of Myelogenic Hepatitis (Application No. 8230034806)" was cancelled, and Liang Jubo's National Natural Science Foundation Project application and participation in the application project for 3 years (July 19, 2024 to July 18, 2027) was cancelled, and Liang Jubo criticized it.

  After investigation, Zhang Yunju of a Sichuan university plagiarized the content of the fund project application form for others during the 2024 fund project application process. According to Article 40 of the "Measures for Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", Zhang Yunju's application for the 2024 National Natural Science Foundation Project "Theoretical Research on the Reaction of Criegee Intermediates in the Atmospheric" (application number 4247050434), Zhang Yunju's National Natural Science Foundation Project was revoked, and Zhang Yunju's application and participation qualification for the National Natural Science Foundation Project was cancelled for 3 years (July 19, 2024 to July 18, 2027), and Zhang Yunju reported criticism.

  After investigation, Song Xiaoxu, a university in Liaoning, plagiarized the content of the fund project application form for others during the 2024 fund project application process. According to Article 40 of the "Measures for Investigation and Handling of Scientific Research Misconduct in the National Natural Science Foundation Project", the application of Song Xiaoxu in 2024 "Position Based on Graph Structure Clustering Increment - Research on Key Technologies for Social Network Group Query" (application number 6247072686) will be cancelled, and the application qualification for Song Xiaoxu's National Natural Science Foundation Project and participation will be cancelled for 3 years (July 19, 2024 to July 18, 2027) will be given a notice of criticism to Song Xiaoxu.

  The National Natural Science Foundation of China will continue to deal with serious scientific research misconducts that occur during the application, review, implementation and publication of scientific and technological foundation projects.
