Recently, the National Science Foundation of China has formulated a pilot implementation plan for major non-consensus projects and will launch a funding pilot in 2025. The specific announcement is as follows:

The Third Plenary Session of the 20th Central Committee of the Communist
Party of China proposed to "establish a non-consensus project screening
mechanism recommended by experts by real-name experts."Recently, the National
Science Foundation of China formulated a pilot implementation plan for major
non-consensus projects and will launch a funding pilot in 2025.
At present, my country's scientific and technological development is in a
critical stage from quantitative change to qualitative change. How to open up
and lead the development direction in the "no man's land" of scientific and
technological competition has become an urgent question that must be answered in
front of my country's scientific and technological workers.
As an important carrier for breaking through existing cognition and leading
the development of science and technology, non-consensus innovation research
with original and disruptive characteristics has become an important focus of
major scientific and technological powers. Such research is often difficult to
obtain support through conventional channels due to its high controversy,
difficulty in identifying and high risks.How to effectively identify and fund
non-consensus projects has become an international challenge.
As the main channel for my country to fund basic research, the National
Science Foundation of China has fulfilled its political responsibilities,
conscientiously implemented the strategic deployment of the Third Plenary
Session of the 20th CPC Central Committee, and resolutely assumed the important
reform task of funding non-consensus projects.
Through in-depth research, systematic planning, and upholding the truth and
innovation, a series of innovative measures are formulated: establish an expert
committee of major non-consensus projects composed of front-line high-level
scientists, fully empower the expert committee in project identification and
selection, and effectively exert the academic appreciation and judgment of
high-level experts;
Establish a channel for soliciting projects that experts recommend and the
National Science Foundation of China actively discovers "dual track parallel";
adopt the "on-demand-segment-long-term" funding model, support in stages and
gradually increase funding intensity;
Build a evaluation orientation that breaks the routine without judging the
source, without setting thresholds, and without only past performance, and guide
and encourage front-line scientific researchers, especially young scientific
researchers, to engage in non-consensus innovative research;
Adopt the unconventional selection model of "in-depth interactive seminar +
expert committee collegial discussion" and invite experts with different
academic views to select projects through in-depth mutual debate and full
discussion;
In project implementation and assessment, the management concept of
"dynamic adjustment, prudent and inclusiveness" is adopted to create a good
innovation ecosystem that encourages exploration and tolerate failure.At the
same time, we pay attention to the supervision of the entire process of project
management, and unify incentive responsibility and the use of power with
integrity.
The Natural Science Foundation of China has built a multi-level and
systematic non-consensus project funding mechanism by implementing major
non-consensus projects, original exploration program projects, and strengthening
the identification of African consensus innovation research in projects such as
the opposite projects, Youth Science Foundation of China (Class C) and other
projects, and strives to explore an effective path to support non-consensus
innovation. On the one hand, it supports my country's scientific researchers to
open up important research directions in the "no man's land" of international
scientific and technological competition; on the other hand, it guides and
encourages scientific researchers to explore boldly, do not blindly pursue hot
spots, and do not do "follow-up" scientific research, and build a good ecology
conducive to original innovation, thereby promoting the high-quality development
of my country's basic research and providing solid support for building a strong
country in science and technology.
